POSSIBLE FIX.
Somehow managed to fix it. What I did was I set to run client as administrator, restarted the pc, and then launched the game again. During the launch my antivirus, avast, asked me if i want to block eso from accessing and changing files which i set to "No". After loading a game I checked the checkbox as always and voila.
Only thing I noticed is that it enabled all addons, even the ones which were previously checked off.
Are you using Windows 10? If so, you might want to dump Avast. Apart from the problems often associated with it, Windows 10 doesn't like third party AV programs and some techs advise sticking with Defender.

Have you double checked your add-ons to see if new library files have been required? This has happened several times the past few months with mine. Is it All of your old addons that don't work or just a few?
This bug is getting really old, really fast.

I wonder if all of you are using some other addon(s) that might be causing this issue? Can't be number of addons - I'm using 50+ (but nothing like MM, TTC, or any harvesting-helper or combat addons).

But I have not had the problems with my addons that others have had here.
I had the same issue as the original poster. The option would not stick.
I managed to fix it by doing the following:
went to %userprofile%\Documents\
Right click on the folder "Elder Scrolls Online" select "Properties"
Go to security tab. The list of useres should list the "Home Users" group.
Click on the Edit button. Select the "Home Users" group and give "Full Control"
Click on OK and OK again to close the window. Options saved after that. Hope this helps.

People who don't have an AV have well bigger problems than running a MMO. How many are left not running an AV, 5%?
So the problem involves the remaining 95%.
And, anyway, this is not true. I stopped my AV and the issue still persisted.
