There shouldn't be too many scenarios where this could happen in Cyrodiil or BG's, but since Malevolent Offering isn't a smart heal and you have to be looking in the vicinity of a player in order for the heal and the health cost of the skill to activate, l can see it being a bit more useful in PvE content. Then again, I think Vykosa is a little bit more appropiate for major maim in those cases. Anyway, it's something I thought might be considered a bug.
