Vampiric Libations items bugged

So between yesterday and today, something happened to either my account, character or my items... because yesterday both of these items worked just fine for my character and now they do absolutely nothing when I activate either of them on my vampire. 4k crowns for this...? Incredible.

    Update:

    I somehow reset this "bug" by going outside the house and feeding on a normal enemy. This seems to have done something to affect this.

    Just in case anyone else has this problem in the future. ZOS devs, might want to look into how these items interact with player IDs and see if anything weird is going on.
