I think also yes. I'm pretty sure that zaan works. Technically, the set procs from light attacks and not from the dot, which just scales the debuff, so I guess we can argue that it doesn't break the rule.Is this one of the rare cases where a set proc can proc another set? (I'd guess no.)
Chilled & concussed are not a dot, they are direct damage followed by 4 second debuff of maim/vulnerability
