Was the following question answered? Can you somehow say who’ll get the ulti? The person with lowest current ulti? Is it completely random? Is it dependent on the order of group invitations?

With base CD - Tava is stronger.
With min pot CD arkasis(in group) is 1,3 u/s stronger.
Not that great if you consider you have to invest into potion speed...
As for the OP, the range thingy may need a bit of a change.

Well this set doesnt require you to actually be in combat to get the ult.
And tavas gives you the user ulti, this set gives you AND 3 other groupmates that, so its already stronger that way.
And yeah the no limit on the range needs to be toned back.
Didnt have more ppl to test it with on pts, but if you are in a 4 man grp, all 4 ppl will get it.

I mean, with tava, you exactly know who'll get the ulti. With Arkasis's... not so much. Unless you are in a 4 man group as you have said.
It is a very nice new group support tool coming from a new DLC dungeon after some time and I hope that it will remain very nice.

As I understand it currently, you can make use of arkasis set on yourself once every 30 seconds (with pot cooldowns), but the effect that you get from multiple group members using it is not yet clear. If it has no limits then this will be one of those must have prebuff sets

They could change it to only being able to affect the same target once every 30 seconds so a group of 4 can't run multiples of that set for permanent ult spam (although that would still take some coordination on their part for them to not mess it up).

I can see it being abused in cyrodil though. Players could sit up on the keep wall and feed ultimate to their teammate brawling down below without being anywhere near them. It really should be limited within healing range.
