Increase the character limit for in-game feedback

When explaining issues on the PTS you often run into the issue that you're limited to only 700 characters in your message. This often requires giving less detailed feedback even when cutting down as much as possible on chars.
I propose increasing the char limit from 700 up to 1000, this doesn't make much of a difference in terms of time required for reading but helps a lot to hand in better more detailed feedback.
