Old Proc Sets Seem Marginally Useful For PVE - 6.1.0

..... so they'll probably get taken down too much again by the time the next patch goes live due to some PVP complaints. They're still all much weaker than Relequen, which seems to be doing around 7k dps. But for now here's a proc set comparison on a Bow/Bow build

In every case it's a Nightblade Bosmer with normal Relequen / Precise Perfected Master Bow / Infused Maelstrom bow / Bloodthirsty Jewelry.

Pillar of Nirn:
The total DOT+Direct damage so far is 4300 dps, and it's a pretty consistent proc. Probably good for slotting in back bar weapon or front. The initial 700 dps burst isn't shown in the window

Shadow of the Red Mountain:
3600 dps, It procs every 2 seconds, so it's a very busy set that feels a bit distracting, but fun.

One of the reasons I'm looking at those sets on a bow build is the buffed Alkosh. If tanks start peeling away more armor from bosses, then Tzogvin and New Moon Acolyte will both have a somewhat needless Penetration buff. Of course you could reduce the amount in Piercing to make up the difference in penetration, but then you'd probably put more CP into Master at Arms / Mighty / Thaumaturge, and those CPs just don't seem very strong since they're additive to the Hawk Eye, Long Shots, berserk, and slayer multipliers.

For comparison sake, here's a couple of other standard sets on a bow build, I'm not sure if Bow/Bow Yandir's Might would be good enough to try with Relequen, the 3 piece bonus is wasted and bow heavy attacks take forever:

Tzogvin
It's doing less damage since I'm using Barbed Trap in all comparisons, so the set's Minor Force is redundant. But it's also worth mentioning that there's more penetration here than the previous two comparisons. . .

That's the part I'm mostly concerned with; as you said the proc sets are really nice for people who can't maximize their own DPS through rotations and they add as a cheap and effective way to close the gap; I'm hoping that proc sets will just deal reduced damage to players or reduced damage in PvP environments to discourage their lazy playstyle in something that should be a skill-reliant section of the game.

Somewhere I read that the "Battle Spirit" buff already reduces the damage proc sets do but I can't seem to find any information backing that up.

Battle Spirit reduces all dmg by 50% (except oblivion dmg), and crit dmg by additional 20%, but it does not differentiate between proc dmg and ability dmg.

That's funny- Pillar of Nirn and Red Mountain were the two strongest sets (paired with Rele) on a DW (perf masters)/DW (Blackrose) stamden setup I've got going on the PTS.
