My initial impression was that it was small as well. Then I realized that it's meant to be carved from an actual ruby. If you think about it, gemstones do tend to be small.

But wouldn't it actually be too big then? Looks like it's as big as the char's hand, or even bigger. That would be really uncommon for a ruby.

I'm not an expert, but I believe there are some larger stones found occasionally. Incredibly rare and value of course, which I imagine is what makes this one appropriate as a special antiquity as opposed to the regular sized ones that are destined for nothing more than jewelry.

Hey I wouldn't be opposed to an entirely separate item that's just scaled up.
But the fact is many people are using the skull already because it is small.
Not all of us are interested in the giant palaces.

Totally agree with OP,
DRAGON skull should be at the very least the same size a large dog/small horse skull (even if representing a juvenile dragon) after all this is a Tamriel renowned artefact, not a trinket from a souvenir shop.
The current size of what should be a very desirable artefact is very underwhelming

Well, those are the chromium-dotted aluminium oxide crystals that are accessible to us. They form in depths that are too hot for us or our technology. What we mine are the fragments carried up by tectonic movement. So yes there could be homungous, dragon-skull sized rubies right now somewhere beneath us, but we don't have the means to recover or even just find them. Of course you could say it's a fantasy game, so the rubies on Nirn might be bigger - but then the skull could also be a bit bigger altogether
