I dont have a large amount of friends to test this or any besides maybe like 1 on this game lol. But i would assume based off simillar effects in the past it should be the closest 3 allies. Now if it was not coded in that way then it will be 3 random allies that are within your group the problem with this is that means there is no limit to the radius which the tool tip doesnt specify so its safer to assume its the closest 3 allies in the group.

I am thinking of ensuring that healers and tanks get ultimate when one of them wearing the set drinks a potion. For brutal Major Force uptimes. But this is possible only if it's 3 closest allies and not 3 random allies within the set's radius (which is still unknown).

Yeah but im sure in 4 man dungeons and in small group pvp it should be used really well. Now for trials its another story you would need multiple people to run this set and in a real scenario although it sounds cool people wont drop there sets to run this in a trial unless ZoS Adds 24 man trials/raids then sets like this can possibly shine more in trials. But for now i dont see this being used in trials only 4 man dungeons and small group pvp.

Tanks and healers can't recharge Horns in 45 seconds (usualy). Therefore the set wearer can use the potion to proc the set when all 4 horns are off cooldown and effectively reduce Horn cost of both tanks and healers by 44. That doesn't seem half bad and it's even stronger when potion speed glyphs are introduced. There aren't many tank sets to buff your group - Yolna, Ebon, Alkosh, so one set slot is always open and this set could fill it.
