Make it cost health AS WELL as magicka.
The magicka cost should be lower than that of other spammables.
This would help with sustain, its current main draw, but not make it mandatory. It would retain the "health juggle" characteristic. But it wouldn't necessarily be the clear best spammable. It would be a CHOICE.

And it would also proc Frags.

    Would make it a very weird ability, although if the cost was split 50/50 health/mag it'd be unique. I know some people would rather have a stamina version of the ability though.

    If it costs magicka too it should be ranged. Eviscerate desperately needs a ranged option. If you're paying two resources for this skill, it should function in both ranged and melee combat.

    It seems intended that the cost of health be the characteristic of this skill. I do not see anything to actually justify the change other than wanting it to be different.

    You don't understand. ONLY health cost made it FREE, which is why it's meta right now. ZOS clearly want to change that and everyone saw it coming. They want to completely ruin it now. But if you give it SOME resource cost, it will still be very good, but not broken OP. And the health cost alongside it justifies the reduced cost and keeps its unique characteristics intact.
