Make it cost health AS WELL as magicka.
The magicka cost should be lower than that of other spammables.
This would help with sustain, its current main draw, but not make it mandatory. It would retain the "health juggle" characteristic. But it wouldn't necessarily be the clear best spammable. It would be a CHOICE.
And it would also proc Frags.

If it costs magicka too it should be ranged. Eviscerate desperately needs a ranged option. If you're paying two resources for this skill, it should function in both ranged and melee combat.
It seems intended that the cost of health be the characteristic of this skill. I do not see anything to actually justify the change other than wanting it to be different.
