IDK is correct - you just had to log in to qualify. yes it was a reward for filling that meter, but that meter did NOT require every single person to participate and more importantly, if you didn't participate, but owned summerset and logged in during specified period - you got the villa as well EVEN if you haven't gone into summerset the entire time, let alone completed pathfinder.
edited to add. 1. while I think it was a nice thing to do as a community, i'm pretty certain that the way event was set up is that no matter the participation, we would have gotten all the rewards. reminded me a LOT about that one scene in Galaxy quest, where they have to disable the reactor and they make it in with time to spare... except timer keeps going until stopping with 2 seconds on a clock... because that's how it always stopped on the show to add to tension. reminder - that progress meter? was not updated in real time but rather updated manually once a day. so for all we know - they had those screen grabs ready to go before even even started

I personaly have no issue with villa coming back in some fashion. make it a crown purchase for a limited time during summerset celebration event if anything. think murkmire. those that did logging in daily - got the DLC added as part of login rewards for that month, no payment required. everyone else has to either buy it, or be subscribed to acess it.

I did log in every day, though, so when I eventually began playing, the house was in my account although I didn't have a single achievement.

I had already looked at that but after the loading bar disappeared (after event)it seems the rest of the info about getting pathfinder achievement is also gone. I distinctly remember this as I created an account on EU to get the pathfinder achievement on as well cause the only thing I wanted was the house and we had to fill the bar up to full to get it.

Just in case that very clear and specific information is not convincing enough I am providing a link of Gina answering someone's question on this. The question asks if they do not complete the achievement while they still get the house. Gina answers that they are correct. I cannot imagine having any questions about this after this second solid piece of information.

Many of us completed the achievement on both servers we can access to help push the community goal farther. The community goal was the requirement to unlock the house for everyone that met the lesser requirements.
All this should be very obvious since the deadline to for the community to unlock the house ended before the deadline for login into the game while owning the chapter. The event itself, time frame for the community to complete the achievement and unlock the house, ended on September 28. However, we had until October 7 to log into the game while owning the chapter.
Just in case that tidbit of information is also called into question I have yet another link to an official Zos communication of FAQs for the event. That comes from the first FAQ.

The weird thing is, we're all partly right.
Twp things had to happen in order to get the Psijic villa. One was a community effort and the other is the responsibility of the individual player.
1. Enough players had to get the Summerset pathfinder achievement before or during the Summerfall event to meet ZOS' goal. What that number was, we have no clue because ZOS only released a percentage (because it was a marketing stunt, not a real challenge.) It was definitely less than 100% of Summerset owners. 2. The player must log in once while owning Summerset by Oct 7th, 2018. The Pathfinder achievement was not required to receive any rewards earned by the community.

The official sources make it quite clear that the community must gain sufficient pathfinder achievements to unlock the reward tiers, but that individual players need do nothing more than log in while owning Summerset before the cut off.
Nobody could get the villa without community effort.
Because of the community effort, individual players could get the villa for nothing more than owning Summerset and logging in before the cutoff.
Was it free?
Well, if you already owned Summerset, it was a house you earned through in-game means. That's about as free as you get in an MMO, I think.
If you bought Summerset on sale during the event, it was a sales promotion similar to pre-order bonuses: "Buy now and get a house, mount, and pet free!"
