They just switched it over to NA last week after being on EU copies since the 3rd week of Greymoor PTS testing (beginning of May). So, you've had two (2) full months of EU copies to enjoy.
Best guess is ZOS starts the new PTS for the August Dungeon Pack with the NA copies ... and switches over to EU sometime the beginning of August.

Kelinmiriel✭✭✭✭Actually, I think it's more common for them to switch more frequently, like every couple weeks, but that they decided to leave things alone for an unusual amount of time while Greymoor was in the works. I had been testing some things on Greymoor when it was on NA characters, and it was rather annoying to get it all set back and have to start over. Antiquities skill lines didn't seem to come fully leveled on new template characters, and it's a waste of time to have to level up skill lines from nothing to 10 on the pts, especially if they're going to reset it every couple weeks.
Check for maintenance times - there's one coming up Tuesday, so that might include a reset, and it would be EU this time.Event Tracker addon (PC NA/EU)
