Perhaps it is because it spreads out the population to different servers, especially the high caliber, high APM ball groups.

I assume it has more to do with hiring or allocating more server capacity temporarily to Cyrodiil. Because it can happen that you have insane lag in nearly empty campaigns when even nobody is around you. Yesterday though even though it was packed and even at hot spots with 50+ people sieging and defending it went pretty smooth.

This right here. It's very likely they dynamically allocate more server resources during events, then go back to business as usual, i.e. the cheapest they can go without losing too many whales.

I didnt go to the main campaign. Saw EWT at an hour and a half so went to a camp that was populated but no wait. Worked ok except for load screens. Load screens are flashing more and more.

If that's a business decision, like meaning Cyrodiil PvP doesn't yield high enough profit/revenues to justify more ressources attributed why not be up front with it and explain?
