Consistent 999+ ping and disconnects

Hello,
As the title states I've been having ping issues coupled with numerous disconnects ever since Greymoor was released. Pretty much everything in the game is a struggle to do right now with fluctuating ping from 78 to 999+. I've reset my modem, opened up ports, reinstalled the game twice and made sure all drivers are fully up to date, but yet the problem still persists. Recently the ping spikes have been so bad that the game is completely unplayable. Any help would be appreciated as i absolutely do not want to reinstall for the 3rd time.
