Actually I like this idea. Instead of making DPS checks dungeons every time. Let them design something that we know takes a good bit of brain power.
12 man puzzle, problem solving, etc. The solution changes somehow..
By having them compete against another raid/4 man... duh..
No dps, no weapons, no damage, nothing....
maybe healing and defenses...
I've already thought of something lol...but knowing how everybody loves their DPS numbers it wont fly....
PVP has to do with DPS bursts. PVE has to do with PVE sustain DPS, Healing has to do with DPS. Tanking has to do with DPS.

Every decision hinges on DPS. Then it becomes that 5 skill FPS game...

I will easily trade a separate no-PVP cyro zone/instance for versions of every dungeon with no mobs or bosses.
Think of all the chest farming we could do in peace, all the lore books wouldn't have to rush through. Sure, pledges and skill point quests wouldn't work in there, but hey - any EXTRA options other ppl choose to embrace doesn't hurt me if I want to run regular cyro and dungeons.

Fungal Grotto 1 in the area before the final boss, you know the spot where everyone normally jumps the waterfall and skips the ads, that room would be interesting to have king of the hill in. Big open cavern and nice layout, maybe add some teleports to get around

Isn't that the point of Imperial City though?
Not trying to be a smartburro since I don't participate in PvP, but I thought Imperial City was an urban-warfare-ish zone.
