In this case if you do become "in combat" you can use any source of major expedition (path, RAT) plus shadowy disguise to remain at the speed cap until you are again out of combat. Additionally, if you chose to use vampire stage 1 instead of a set to remove the movement speed penalty of sneak or Steed Mundus instead of Jailbreaker, then you still have at least one 5 piece set open. In which case I would suggest adding Darloc Brae, as this means you regen stam while crouching and can probably sneak at the speed cap without actually draining stamina as long as you have a few sources of sneak cost reduction (CP, medium armour, legerdemain).

I haven't used the new mist so couldn't really tell you. I was assuming that if you were in Mist you wouldn't be able to sneak/sprint/cloak which would mean you wouldn't be able to get the concealed weapon speed bonus or the other benefits of sneaking/invisibility. As such I haven't tried.
