That's easy. 200% of normal movement speed. Can't go faster than that
Not hard to get there, too. Easiest is probably orc with Fiord's and any source of Major Expedition. 50% from sprint, 30% from expedition, 10% from the racial passive and 15% from Fiord's. This even goes above the cap. Can also be a StamSorc with Minor Expedition from Hurricane and wear whatever you want too.

So if I come up to a +100% speed boost I’ve hit the cap?
So swift x3 = 18%
Concealed = 22%
Steed = 10% (17% with divines?)
Major expedition = 30%
Maurader’s Haste = 20%
Vampire = no speed loss while in stealth
So I can hit the speed cap with marauder’s haste and say darloc brae or jorvlund’s in stealth as a magblade?
So as I was collecting skyshards - again - it occurred to me that I should probably make a build for overland skyshards and collecting resources. Issue is I haven’t really figured out what that build would look like.
What’s the absolute fastest possible build? I’m thinking:
Magblade: concealed weapons + shadowy disguise + 3x swift + marauders haste + ? + steed x7 divines + race against time? Anything else? Would that be the fastest or are there better options?

Vamp to use stam from time to time?
I see you consider it too.
Minor exp? Acceleratin drain on a vamp could help
Edit: Or Jailbreaker
Yea, that’s true. So Jorvlund and smuggler’s would be:
Concealed 22%
Swift x3 18%
Steed 10%
Major expedition 30%
Vampire speed drain minor exp 10%
Then use cheapy stamina pots and reduce sneak cost plus vampire for 190%. I’d likely be fast enough so using divines would be close to 200%, but really since it’s an overland set there’s no need to min max it that much.
That’s probably the best option. 150% is fast enough and there’s no need to have a pot up all the time.

Drain is a meh idea for a speed build. Finding a mob and standing still for 3 seconds to get 20 seconds of minor expedition will probably not be faster than just moving for those 23 seconds without the buff.
You can't sprint in stealth. That's only so you don't move slower when you walk forward while crouched.

I never noticed when you get the expedition, isn’t it on the first tick? You can block cancel the channel.
Would you stick with maurader’s haste then and use channeled acceleration or rat?

The wording on the skill very specifically says "When the drain ends you gain Minor Expedition". Although can't say that I've ever tried animation cancelling Accelerating Drain. It might give you Expedition even if it was cancelled.
I'd say a skill that does not require a target is always better than one that does for speed builds. And Channeled Acceleration is a pretty great skill.

Charging maneuvers gives major and minor exp... but it costs a bing chunk of stam

Breaks stealth too right? I have a feeling marauder’s haste was added as a way for mag builds to hit the speed cap. The set blows and seems under budget, but if you look at it as a way to go from 180 to 200% speed it makes sense.
Think I’ll go mauraders and Jorvlund.
So I finally got around to setting up the build, it works better then I expected. If you have a magblade you don’t use anymore I’d definitely recommend setting it up. I like the survey rewards, but am lazy about grabbing them and I’d say it cuts the time down in half.

Darloc Brae’s awesome. Just always be crouching and you’ll have amble amounts of all resources. RAT and Dampen both don’t break stealth, so you just keep dampen up and hit RAT every couple of seconds and you’re at the speed cap.
I would never use this in pvp, hits like a wet noodle but is more then enough for public dungeons, delves and overland mobs.
These sets are cheap, total cost was bank stuff and 15k gold. Transmutation stones is the only real cost.

In PvP you can use it to burn siege... maybe scroll runs with some tweaks
Gonna try darloc on my argonian shadowscales. Hope no one complains about the "abuse of cloak"
