Cant purchase Werewolf Skill line on character

Both Vampire and Werewolf skill lines are unlocked on account.
Purchased Vampire on a character.
Purchased Werewolf on a character.
Logged into another character for werewolf purchase......................says check other characters as if already inflicted.
It's NOT.
When I hover over vampire/werewolf cure purchase it says not currently afflicted.
As a side note, when i logged into this character it said all skills were refunded and needed to be re-assigned. strange...........the skills were not refunded at all. LOL
I did submit a ticket but have not received the canned response yet...................probably very busy!
Anybody else have this happen to them?

Have you also checked your character menu? It's possible you were bitten by a bloodfiend or werewolf NPC without noticing it.
Unless you complete the quest you're not a full vamp/WW but it could still prevent you from buying the skill line.

The reason I couldn't purchase the skill line is because July 21, 2015 this character mastered the skill line.
At some point he took the cure and after a bite today went immediately to lvl 10 wolfman.
Good grief!!!
