No one plays on Stadia so this is a non-issue.

Some might find it's not enough for your skills not to fire, they may want to not be able to move on top of that although we have that too...

First off, consoles would be at a great disadvantage if they had to compete with PC/Mac players due to the use of add-ons for starters. Zos is not going to take the add-ons away from us and I expect the reason consoles cannot have add-ons is not a Zos' choice alone.
That reason alone is a solid enough reason to not have cross-play. Cross-save is a different story
I think the reason Stadia is using the PC/Mac server is Zos is not interested in investing in more servers. It is likely much simpler as Stadia is not being as controlling as the MS and Sony.
Heck, you do not get a new update until 2 weeks after PC because of MS and Sony controls. That oversight Xbox and Sony demand is enough to prevent Zos from setting up cross-play with them.

In the interview of Rich transcribed at the link below Rich seems to clearly indicate they are not removing Sprint. Question 3 so you do not have to look far.

The mods for Skyrim are very different than add-ons that we have in ESO. Also, Skyrim is a single-player game which also makes the comparison of the two somewhat invalid. I cannot speak to Fallout games as I have not played any of those titles.
Regardless, it is highly doubtful Zos is the reason ESO on consoles do not have add-ons on either console. They clearly have no problem with it so it would seem more so overly control traits of both Sony and MS are the real factors. As such it would be a horrible idea for Zos to make it so consoles could cross-play with PC/Mac because of the complaints console players would make about the advantage add-ons give PC/Mac.
Of course, Zos will practice being a good partner and will not comment on this as it is bad to toss business partners under the bus. But it is much more likely that MS and/or Sony is the biggest barrier to what you are asking for. Again, they maintain tight controls over their platform which is why you do not get updates until 2 weeks after we get them.
