It would appear that the server farm isn't elastic in terms of its horizontal scaling. ZoS can correct me if I'm wrong, but my current login queue is almost 45 minutes, so I'd put my money on it not being architected that way.
In an environment other than one that is driven that way, you have to assume that every existing account owner will want to log in and check out any new content that is released, with some degree of falloff after that. And so, any static infrastructure must follow suit.
I know a lot has been put into working on various performance improvements in the core game, and that is great! But the whole concept of a "megaserver" only scales properly if done elastically rather than with static hosts in the server farm. Otherwise, the performance improvements you have implemented will only work for those lucky souls who are able to actually log in. It's like breaking the bank to build the world's most amazing hotel, which has every bell, whistle, and amenity one could dream of .... marketing it to 2.5M people ... and only having 100 rooms in the thing.
ZoS, I, along with many others, would probably prefer such a project be tackled ahead of any other new content, additional client-side improvements, etc. Perhaps such a project is underway already, I've no idea. But just my 2cp FWIW.
