So to sum it up, since werewolf is now classed as a criminal act it seems you cannot transform anymore unless you want a guaranteed bounty.
I'm not sure if its a bug or its supposed to be this way but it makes it practically unplayable.
So i was killing a world boss in western skyrim, i turn werewolf to kill it. No npc in sight, no bounty.
I transform back to human and go to solitude, now as soon as an npc see's me they yell "You're a werewolf!" and i get a bounty and get attacked by npcs despite not being in werewolf form for at least 5 minutes.
What makes this worse is i can pay my bounty, die or whatever and it'll just carry on and i'll be attacked constantly.
But what does stop it, is to port to a entirely different zone and back.
*i haven't tested this in any other parts of the map yet, I've only had it happen so far in western skyrim.
*edit: Tested this in summerset, it was fine and didn't happen? Possibly an issue with western skyrim?
