You should report that on esoui. Could help a lot of authors, maybe ask/post on the relevant/affected addon pages.

I have LibDebugLogger (last updated 3/24) and I'm not having issue.

You seem to have moved on from rejecting addons as the cause of the problem.
Is it the case that the two players with the problem are both using linux? Might that be connected with the addon issue you're now investigating? It's probably just another unimaginative question, but as the problem is so rare I'm trying to find common denominators that distinguish those suffering the problem from those who don't have it, and linux is in your name and stated to be used by the OP, while it is likely to be used by only a very small minority of players overall. Are you using linux and have there been any previous addon issues relating to linux, or issues relating to how linux reports things compared to Windows, do we know?
