Can't create a Necromancer on the PTS?

Trying to create a Necro on the PTS, the Necro class is greyed out and the pop up when you hover over the icon says you have to purchase the class in the crown store (UPGRADE) to unlock it.
The Crown store UPGRADE/CLASS only has an option to buy the Warden class. Did the Devs hide the purchase option somewhere?. I thought it might have been in the DLC section since it came out in the Elsweyr expansion but there's no option to purchase Elsweyr either.

ZOS_Chiroptera✭✭✭Hi @Loeb_Rahl, in order to play as a Necromancer, the Elsweyr chapter is required. The Elsweyr chapter can be purchased here.The Elder Scrolls Online - ZeniMax Online Studios

Excuse me sir, I own the Elsweyr Chapter on the NA server. But there's no way to make one on the Public Test Server
I have already purchased the Summerset, Elsweyr and Greymoore Digital Deluxe packages. The problem lies in the ability to make the Necro on the PTS server. But TY for the input.
