That is, it needs equipment change from PVP to PVE and vice versa.
There are two active skills to use: Drain and Mist Form. And the ultimate.
The Drain can accompany classes that don't have good healing and can therefore remain in Stage 1 and not play as vampires per se. And the ultimate is... well, it doesn't knock my socks off.
That means the Mist Form is what makes you a vampire. I am not sure if players can interrupt it in PvP, but for sure mobs can do it in PvE. And this trashes the entire Vampire idea.
You can't go in a dungeon, relying on Mist Form, and have it interrupted every few seconds. Because you need to lower your magicka costs to maintain it, and in doing so, you give up block cost reduction. So it's either Mist Form or Blocking. If you choose Mist Form, it won't work in boss fights. That means no Mist Form, and no Blocking. And of course, no health regen either.
I think that lowering the magicka cost of the Mist Form takes a toll big enough. I shouldn't be keeping separate sets of jewels. Mist Form should simply be Blocking 2.0 as long as you manage to hold it. But if you get in a dungeon as vampire, you're screwed: will be no sustain, no blocking, no Mist Form. This is just a no go.
So the fix is actually simple. While Mist Form has to keep its cost to be difficult to maintain, thus appealing to a limited number of build styles, it also has to be functional, that is, uninterruptible.
LATER EDIT: I just forgot there are more than two skills. Not gonna kill myself with the Frenzy thing, and I need to use stamina for damage if I keep magicka for Blood Mist, I don't really see much use in the other skills.

I was a vampire like you, but then I took an idea to the head...
