My conclusion: Vampire doesn't have a consistent play style

fxeconomisteb17_ESO
That is, it needs equipment change from PVP to PVE and vice versa.

There are two active skills to use: Drain and Mist Form. And the ultimate.

The Drain can accompany classes that don't have good healing and can therefore remain in Stage 1 and not play as vampires per se. And the ultimate is... well, it doesn't knock my socks off.

That means the Mist Form is what makes you a vampire. I am not sure if players can interrupt it in PvP, but for sure mobs can do it in PvE. And this trashes the entire Vampire idea.

You can't go in a dungeon, relying on Mist Form, and have it interrupted every few seconds. Because you need to lower your magicka costs to maintain it, and in doing so, you give up block cost reduction. So it's either Mist Form or Blocking. If you choose Mist Form, it won't work in boss fights. That means no Mist Form, and no Blocking. And of course, no health regen either.

I think that lowering the magicka cost of the Mist Form takes a toll big enough. I shouldn't be keeping separate sets of jewels. Mist Form should simply be Blocking 2.0 as long as you manage to hold it. But if you get in a dungeon as vampire, you're screwed: will be no sustain, no blocking, no Mist Form. This is just a no go.

So the fix is actually simple. While Mist Form has to keep its cost to be difficult to maintain, thus appealing to a limited number of build styles, it also has to be functional, that is, uninterruptible.

LATER EDIT: I just forgot there are more than two skills. Not gonna kill myself with the Frenzy thing, and I need to use stamina for damage if I keep magicka for Blood Mist, I don't really see much use in the other skills.

"Is it true her wounds healed on their own ? Yes" No s***, at 75% health regen penalty!

I suggest you read over the PTS patch notes for the current PTS. The redesigned vampire skill one is being tested right now and will go live in some form with Greymoor.

That's what I'm doing, I'm testing and I'm telling them.

My bad. But your comments really do seem to be about what is on live. Especially since you pretty much only talk about the skills that are on live.

I didn't find any use for Mist Form on live. Yes I'm using the old names because these still linger in mind.

As an option, my suggestion form this thread:
    2) Mist Form. Moved to passive: When you use block you dissolve into a dark mist, reducing your damage taken by 75%, entering this form removes and grants immunity to all disabling and immobilization effects and you can move with normal speed. You use magicka for block and while you holding block your Magicka Recovery is disabled.
Again it will free slot for another active skill, maybe real AOE damage instead of Blood Mist. Basically it become magicka block, but because it's a passive player can just don't put skill points into it and leave stamina block. It will act similar to Elusive MIst, additional speed and restriction to heal can be added based on balance. It will need work to make proper visual effects to using skills while blocking, but it can be done, some smoke/mist around 3D model while player performs skill.

I like the idea, but I also like how Blood Mist works, the fact that it adds a damage and a heal, thus it can proc sets while it works. You can have DoT while blocking with Frozen Watcher - but that means to use a set to cover something done already by a skill right now.

"Vampire doesn't have a consistent play style"

    Good.

Being a vampire shouldn't limit you to a single playstyle. Ideally it should be something that you can integrate to some degree into every playstyle. It's more like giving your existing character an accent than changing their entire identity.

I sometimes use it on live when I'm doing a lot of pickpocketing. Makes getting away from the guards a bit easier. Not that they're much trouble for me to begin with, but still...

Other than that, tried it for a little while in PvP, but frankly I had better luck just putting one foot in front of the other. Was only helpful if there happened to be a group of allies around that could peal off the enemy players.

I'm a little tempted to try the new blood mist morph, but at the moment I don't see it being a regular part of my build.

I don't even imagine what the other morph would be good for. The Blood morph has DoT and healing, so it at least can proc something else.

If there was a quick way to on-demand turn into/out of vampire, I might consider it. But I am certainly not willing to look for vampire bite (or spend crowns) each time I plan to go into an encounter where vampire comes handy.

But the crowns on PTS are fake. And everything costs one crown. On live, you can get it for free from other players... or if you pay some gold.

I think everything can be done very simply. If you are a vampire, you should have the opportunity to make 3 morph on different skills, and these skills moan already the abilities of the vampire, which means that their cost of stage 4 is reduced.
