Server Latency Skyrocketing?

Even in Rivenspire players are rubber-banding around and inputs are getting eaten when simply obtaining and returning basic writ quests.

This is something I've never seen before and even the casual questers in zone chat (who are usually immune to performance problems) are wondering what is going on.

Watch outside Cyrodiil at the very beginning... I knock them and spam "1" which is jabs and nothing goes off.
