While PS5 will be an improvement to the game, if you increase frames and load till it is overloaded again it will put performance right back where we started.

if you want to test this out. Get into a party chat with a person and load into a busy zone with them at peak time. Your character will appear to the other player, before you are out of the load screen. This extension on the load screen is to make sure the zone looks presentable with xx% of the assets loaded in before releasing the player.
You also have to think that this game is perfectly functional on the new consoles. It is a poor investment to release an updated version of this game for the few that might buy the new system for the sole purpose of buying eso. ESO is a 5 year old game on console, most of the players buying a new system will want the newer games. I very much doubt that any current eso players will call it quits because they will not update the game for ps5, even if there are a few, it is a handful. Plus you have to consider there is new IP in the pipeline with the Starfield and the new TES6 that they would rather invest into.

I'm not expecting it to fix lag or server side issues, I am however hoping it makes loading times between zones faster, loading of textures so fast that you never run into an invisible object in a town waiting for the NPC to appear.
I also hope it removes random load screens in the middle of PVP. I never see PC do that.

The PS5 is really powerful so much more so than PS3 to PS4.. that custom SSD is more powerful than anything PC has right now and can allocate its resources elsewhere if it's not completely being used.
Increasing frames to 60 should not put us back to where we were but that SSD is such a game changer for MMO's and Open World games and boy is it powerful.
I bought and installed ESO on an external SSD for my Xbox One X. Load times did get much faster overall, meaning textures and assets rendered more quickly. However random load screens do still happen in Cyrodiil.
The 5th part of ZOS' performance improvement is the release of the PS5.
So they only played for time since one year. Very simple trick!
But tbh I don't think, the PS5 will bring much better performance. It's just the eso code and how ZOS "fixes" things and makes workaround after workaround.
I also think the PS5 will be very loud, even more than the PS4. Sony simply cannot create a quiet fan system. Btw that's one of the reasons we still don't know anything about the PS5 case.
You don't seem to have learned from the past.
Every new playstation should improve everything, but what do we have today? Still veeeeeeeery long loading screens and still veeeeeeeeery low fps in many games. It's always the same procedure. We get everything promised, but hardly anything is become real.
Why is that?
The stronger the hardware, the lazier game developers will optimize things. The strong performance will compensate for it and that's it!
Yes, the PS4 isn't that loud while playing ESO. My note was more general. Sorry for the misunderstanding.

Cyrodiil performance problems are not client-side.
