UI Addons for cool themed borders?

So we know add-ons have permission to rearrange ability buttons on the screen and alter what is near/around them.

But what about increasing/decreasing their size? Or, framing them in a new artistic element like say having the ultimate button on the side within a metal ring?
It doesn't look that's possible with the permissions given or else someone would have tried it I'm guessing? Or is it possible but really hinders some performance metric?
Seems like that would be superfun way to allow customization and give a different feel to playing the game.
And not just for action buttons but any part of the active-play UI
