So many “worthless” sets

They should make even more "worthless" but interesting sets for niche builds. Like maybe more ice sets?
Instead of trying to make something that is the next meta and unbalance everything again. They already don't have a good handle on balancing sets, resulting in all sorts of extreme builds in PvP.

Frozen watcher already in the game, super niche but can be kind of oppressive in the right hands.

On the same level as a 2, 3 or 4 set bonus, like:

(5 items) Adds 129 Weapon Damage
or
(5 items) Adds 1407 Maximum Health

It wont fix a lot of older sets, but it might help a bit if you like the idea of a set. Like how https://eso-sets.com/set/vastaries-tutelage compensates it's very situaltional 5th bonus, with a bit of a passive bonus as well.

I like what they did with https://eso-sets.com/set/kagrenacs-hope back in the day

I use kagrenac/shacklebreaker when I level magtoons via cyrodiil and Realy like it. It's gold on siege fights. Templar (reduce resurrection passiv) + battle resurrection from support skill line and kagrenac makes you a real battle priest.
I never got so many love mails as magplar in under 50 campaign ;D
