There are tons of sets that are perfectly useable, once you decide that you don't need to always stick to best in slot.

Some of the "worthless" sets are easy to obtain. They work well enough to allow a player to wear them while trying to obtain the more difficult to get better sets. Once the player obtains the better set the first set is dismissed but that does not make it a worthless set. It is simply obsolete for that one player.

I agree this for low level crafting sets and for overland sets. They can be nice stepping stones. But there are trash sets in dungeons and trials too. There is no such a defence for these sets. They are worthless and obselete for everyone.
Which set can compete with NMA or buyable chapter trials sets? A few.
