Of course it could be done - simply put a factor to the resources - like 0.75 and 0.5 to make it harder and 1.5 and 2.0 to make it easier - leaving all the rest the same. This could as well be a slider in the range of 0.5 to 2.0 of course with every value in between possible. But I think that rewards and such should not be changed at all - if you want more challenge, good, but not more rewards for choosing that. Then it would be quite easy to implement.

eso is a casual paradise.
the players who want to make things harder can already do so by removing their CP and using white quality gear.
there is no reason to waste resources to change the game for literally only 6 or 7 “l33ts” who want to compare e-peens.
Then what's the point of Character Levels if you choose your own difficulty.
