You are not dodging while stunned. The reality is that you don't instantly break free in Cyrodiil. There is always lag. You will land that first hit after Fear 90% of the time. And the buffed execute has to be avoided, that's the point. You cannot tank it.
PvP is mostly just 1 good hit. Never underestimate 8% in a single shot.

Yes, that is the point. It is only for empowering that one burst skill and having a bit pressure for the follow-up. It is not supposed to give you free Breech/Fracture all the time, just when it matters. To make Fear a more appealing choice. Nothing more. It is a small and balanced buff, but it will help.
You're not landing both after a stun, that's 100%. Unless your opponent is debuffed with Major Lag, lol.8% more damage on the bow or even Incap is a lot.

Without lag you don't hit that (at least not bow and Incap, the two skills which matter). People are fast enough to break the cc and dodge the follow up, even without having break free on your mouse wheel...

Fine, it is better than nothing. On rare occasions it might be the difference in you getting a kill or not. Not for MagNB... MagNB doesn't have delayed skills. So is basically landing that 1 shot in the right moment. Of course you have to keep pressure on the enemy, but the Spectral Bow is what end up killing people most of the time.
