100% they won't and cannot do the Vampire Lord justice.
It is impossible for them to do it, simply because of the fact that we're playing an MMO where balance is required.
Welcome Tamriel to the majestic, all-mighty and powerful Vampire Lord, who is now just an ordinary mob-monster, forever faded from its legendary and powerful status.
Blood Scion is a ripoff of the Vampire Lord and we all know it. It is basically the same thing with a little extra demonic flavored twist to separate the two.
But the statement stays to either side, be it players or mobs.

There are different strains of vampirism. This is just another strain of it, similar but different.
Of course there is.
Doesn't change the fact that it is a blatant and shameless ripoff, an excuse instead of giving Noxiphilic Sanguivoria something wholesome and unique, befitting Lamae Bal herself.
Now Lamae Bal, who utterly hates Molag Bal - has been given the very gift that allowed Harkon and his Molag Bal worshipping Family, to transform into the physical representation of MOLAG BAL.
Why Lamae would ever offer this to anyone is beyond me, but here we go.
Imagine if they instead would've made Noxiphilic Sanguivoria into something more unique, cool and interesting that allowed for intense blood magic, perhaps a form that better befit that - an actual BLOOD SCION.
I'll keep dreaming while we continue to get this thoughtless addition.

I was one of the people hoping they'd do something a little different with it, and I agree with many of your points, but ZOS seems to be dead set on this. One of the biggest complaints I had when it was originally showcased was just how much it didn't fit with Lamae appearance wise. You'd think her children would polymorph into something that matches her instead of the Prince they love to hate.

100% agreed.
I'm just really bumped that they didn't do her, or their own lore any justice in this regard. Instead they opted for the cheap solution that would provide the most fan-service.
I truly wish they would've been more creative and make something more unique, but here we're.
