Low FPS with Enough System

Hi, i am having a 25-45 fps anywhere in game. In dragon just 13 fps. I tried to change SET MaxCoresToUse.4 "-8" SET RequestedNumJobThreads "-8" SET RequestedNumWorkerThreads "-8" this codes in usersettings file but they didnt change anything. My system requirements is:
Gtx 1050 4Gb
i7-7700HQ
16 Gb 2400mHz ram
This system is enough to recommended system requirements. I saw a lot of performance issue fix on internet but they are not doing anything. Can you guys help me pls? What i have to do?

Please look at the section specifically dedicated to cores/threads.

Also do not use negative numbers.
-1 is used to automatically assign the values to default.

For those settings you want to set you max number of physical cores (NOT virtual cores) for corestouse and jobthreads, set worker threads to 1, and turn off hyperthreading in the bios.

Your fps should skyrocket.
