Does Purchasing Greymoor give me access to the Base Game now?

My friend is playing ESO during the free trial, and is really enjoying the game. I would like to purchase Greymoor for her since she loves the game so much.
On the Greymoor Edition page, it states that is includes the Base Game, Morrowind, Summerset, and Elsweyr.

So, I am wondering if I purchase Greymoor now, will she have immediate access to the base game and Chapters, or will she have to wait until May to play the non-Greymoor content? (Base Game, Elsweyr, Ect.) I'd be disappointed but not surprised if it was the latter.

    There are two types of purchases for Greymoor. One is an upgrade and that only gives access to Greymoor. The other is for "Digital games"and includes the base game. For each type there is a colletor's edition and a standard edition.

    The description for each is very clear. The upgrade specifically states "REQUIRES THE ELDER SCROLLS ONLINE, SOLD SEPARATELY." That is in the main description designed to stand out, not fine print.

    Edit: As for the digital game, all other content it mentioned, including the base game, you have immediate access to. You do not have to wait for Greymoor.
