Then an entire new counter meta is formed that involves a style of game play that will make shield stacking look like a minor problem.

PvP and PvE both beeing viable in this game is major problem, ZOS made it clear with every patch. Either remove one or just balance everything different in PvP so no one has to suffer.(for example nerf crystal frag only in PvP so ppl can still do DPS)
