2. A lot of people complained about a lack of testing.
3. A lot of people complained about them implementing bad changes because by the time things are applied on the PTS, it is too late to change most of them.
With this they address these 3 things at once.
Having only had a first look at the notes on the light and heavy attack changes I won't pretend to have any firm views on the proposals yet. I just wanted to applaud the sentiment of testing major changes like this off cycle and before making any final decisions on whether to implement or not. Hopefully this will give us as players and testers much more chance to investigate and feedback constructively.

They listen to the wrong part of the community (Even if this part is bigger). To the casuals. These who don't give enough crap to actually l2p and grow as players, people that complain about animation cancel and faction lock that after 4 years still spam light attacks in zergs. They listen to role players and questers because that's where the money is.
At this point ESO is just getting money milked as much as possible from the player base, cuz we can all officially call it that this game will die soon, and even questers and role players wont be able to play it, pvpers and even pvers already leaving.
And nice joke, i bet you this will give live and most of the community will give negative feedback, time will tell.

People complaining about ZOS catering to casuals but the same people complain about the endgame scene dying out because there are only people quitting and nobody replacing them...
