Can I get the two recipes again on a char that already learned them? Only my main has access to Artaeum at the moment and I would prefer to fish up the recipes for the others if it's possible.

I remember getting it with my main, but only reading it with my crafter. I did get another recipe but I can't remember if it was through fishing or the waterlogged psijic satchels bought in guild stores. It's account-bound on pick up but I don't think it stops you from getting more than one even if you already know the recipe.

I found this old thread where someone states they have a surplus of those recipes, so I'm guessing you can.

Yes you can. You can get as many as you can from fishing. I got three of each on one fishing character and spread them to my Crafters.

I think I got both recipes on my main within an hour, but absolutely nothing ever since

Oh and btw, does that special food that "draws fish" have any effect on "drop" rate of the pyandonean bottles and satchels?

It improves the drop rate of rare fish, but I don't know about the bottles and satchels. Never tested it in those areas to see if it made a difference.
