    My questions are;

    - will this run eso
    - If so will I face any problems
    - What would you change (only If really necessary)
    - Is anything overkill that I can reduce (do without)

    It is nice and ESO should work on that quite well. However, since you are building a PC, you should think ahead - next gen consoles are coming and usually, shortly after their debut, PC games tend to have slightly higher system requirements. With that in mind, I can advise:

    - 8GB DDR4 2400mhz Memory:
    That may be not enough for 2020+ You should have at least 16 GB imho. Also, 8 GB can be "fine" for gaming, but keeping something running in the background (like internet browser for example) may be problematic.
    Also... Is it dual channel (2 x 4GB) or single channel (1 stick of 8GB) ? Single channel RAM is way, way slower than dual channel. Some games may not be optimised for that at all.

    - Intel® Core™ Processor i5-9600KF:
    It may be a matter of preferences, but I would actually consider to base your PC on AMD cpu (AMD Ryzen 5 3600 for example). Why ? Well, AMD gives you way better buck for your money. Also, current AMD cpus draws less power and are more power efficient in general. Also those produce less heat.
    Doing so may allow you to maybe buy 16 GB ram (2x8) and still fit in the budged.

    Since you seem to want to learn and research, my tip for you is: there's a reason all the knowledgeable people are only building ryzen PC's these days, not using Intel.

    Should you decide to go that route after your research, I highly recommend b450 platform and ryzen 2000 series since they are SO cheap right now, compared to newer 3000 that aren't all that better, price for price.

    Ryzen 5 2600 has 6 cores at 3.4ghz, and works like a champ. Like I said above, the fan that it comes with works just fine, so you don't have to splurge on liquid cooling unless you plan on overclocking. Also if you are just going to run at 1080 graphics, you may be able to go with the GTX1650, which is cool, low power, reasonably powerful (for the price), and very reasonably priced. 4K costs more, obviously. Take the money you save on CPU/GPU and double up your RAM to 16, though. Adding RAM is usually one of the quickest ways to boost performance. 8GB is a bit low these days.

    Shheesh, I remember tweaking my config.sys and autoexec.bat files to try to get more than 600KB available; so saying 8GB is low makes me feel super old.
