With the changes to off balance having a cooldown, Cutting Dive, an already weak skill in pvp is being nerfed. For those who don't know the skill says "If you are more than 7 meters away from the target, you set them off balance for 7 seconds." If off balance is going to have a cooldown is it possible this skill shouldn't have the range requirement? It's easily dodgeable and you're usually in melee range anyway so actually getting off balance on the target is a challenge. The damage on the skill was heavily nerfed in a previous patch because the bleed was being added to the skill to compensate.
"If the enemies are already off-balance, the cliff racer rips through them, causing them to bleed for X Physical Damage over 7 seconds. This effect can stack."
