Is this perhaps the fictional backstory for the upcoming Iceheart nerf?

So...given that we're meeting up with Lyris Titanborn and discovering the connection between Icereach, the tempest, and the dark heart of Skyrim, is there substantial story or lore found in this dungeon that's going to be necessary for understanding the storyline of this year-long story arc? (More necessary than "so that's how Tharn got the Wrathstone that kicked off the whole Elsweyr mess" anyways?) Or are statements like "what you uncover will have dire consequences for all the people of Skyrim" just marketing hyperbole?

Because once Greymoor drops and we get a new tutorial, new players cannot experience the year-long story arc in chronological order! New players can't even queue for these dungeons to experience the story until level 45.

How much of the story of this year-long story arc are new players who start in Greymoor (or players who want to skip group content) going to miss out on?

Part of the Dark Heart of Skyrim year-long adventure, the Harrowstorm DLC game pack is coming February 24 for PC/Mac and March 10 for Xbox One and PlayStation®4. This new DLC game pack arrives in tandem with Update 25, a free base-game update for all ESO players.

You are giving us a week less daily rewards to spend some extra time redownloading the game (thank you very much for it).
At the same time have something like

The Frost Atronach Wolf Pup pet will be available in the Crown Store on all platforms for a limited time, from February 24 to February 27 at 10am EST.

Wouldn't it also be mindful to have such crown store time limited deals a bit longer than 3 days starting exactly when the redownloading will start?
