Is This Supposed to Be Passive PTS?

ZOS promised us an overhaul for the passive trees on all class as well as general trees that were supposed to be game changer or unique. So far, I have yet to see a single change for any passive, even though this was supposed to be a the update for it. Did they have a change of heart? Or am I missing something here? Also, why my stam sorc ulti is on a dungeon set aka Aegis Caller?

✭✭They mentioned a while back in a post that they are focusing on fixes, performance and bugs this patch. I am guessing chapter will go back and finish this combat overhaul0 -

You'll get something like:
"...the value of defensive and offensive potential this passive provided was leagues beyond our standards when comparing it to /dancedrunk so we nerfed it to oblivion..."3
