Off-balance change kills my spammable.

My current spammable, cutting dive, relies on off-balance uptime for dot stacks. This one change alone will be a significant hit to my overall dps. If you keep this change going forward, could you please adjust cutting dive to apply the dot regardless of whether or not it has off-balance status?
