Overwhelming Surge

Any chance this one will be lined up to do what it says while the set fixing is going on?

(5 items) When you deal damage with a Class ability, you have a 33% chance to surround yourself with a torrent that deals 1040 Shock Damage to enemies within 8 meters of you every 1 second for 6 seconds. 15% of the damage you deal this way is restored to you as Magicka. This effect can occur every 6 seconds.

Yet has a hidden 6 target cap on live, which is really quite underwhelming (sorry) for an AoE set.

I think it coz it has special effect attached to damage dealing, i.e. same rule as AOE caps for skill where special effect can affect only 6 players or more if skill is "rulebreaker".
Guess it too much work to implement for just 1 set to forcing calculate how many, from whom ,etc. it should drain.

You have more confidence in there being a deliberate thought process behind it than I do! Given it is painfully weak for ST and only looks interesting as an AoE set, the target cap feels really out of place. Absolutely accept that you might want to make sure the mag return isn't silly, but would hope that is exactly the sort of thing this patch is looking at.

At the very least it would be good to have the tooltip reflect what the set does.

The AOE is fine. It's not like there are many fights with >6 heavy hitters. Removing the cap would have little practical effect. A better buff would be to give it some single-target power back. Double damage on the closest target would work. They nerfed the damage to make Auroran look better but it left the set neutered.

A primary target bonus would make it a nice all round set. As it stands it only really becomes potentially interesting to use where you do have high target numbers and the cap gets in the way of that.
