Is there some major difference between this game's setting and Skyrim's besides the era it's set in?

Yes, 3rd person combat in Skyrim felt weird, Fallout 4 was the first Bethesta game I felt that 3rd person worked in.You're not alone! I tried Skyrim several different times and couldn't get into it. 3rd person combat was horrible to me I'm guessing because it was really meant to be played in 1st person, something that I abhor.
Though with all the new mods the melee combat looks greatly improved and I'm definitely interested in seeing what it feels like as a proper 3rd person game.
Here's what I'll say about mods.
If you're on PC then first stick to basic ones like Ui mods. Play the game yourself and see what kind of ways you'd like to improve the experience after you've played for a while
If you want to extensivley overhaul the Skyrim experience then check out "Wabbajack mod lists".
Truth is that Modding is a lot of time & investment that requires dozens of hours of testing.
Wabbajack mod lists provide pre-made mod lists by others who already tested it & worked out all the kinks.

I wish we had this available for consoles. Not to mention having the ability to put our mods in the correct order. I know there is a program for PC that does that. Just can't think of it off the top of my head
