why does well fitted not effect sneak?

it makes logical sense that well witted armor would also reduce the cost of sneak. it would also make the armor more useful.

Because it doesn't? I don't know what kind of answer your looking for here. There is already a lot of ways to reduce the cost of sneak. Adding it to armor would probably let people find a way to drive the overall cost to zero.

Because who the *** knows, sneak is a confusing ass mechanic easily exploted when you do understand it and play a nightblade. Bad idea to just take skyrim sneak and put it in an MMO if you ask me.
