it makes logical sense that well witted armor would also reduce the cost of sneak. it would also make the armor more useful.

Because it doesn't? I don't know what kind of answer your looking for here. There is already a lot of ways to reduce the cost of sneak. Adding it to armor would probably let people find a way to drive the overall cost to zero.1 -
