Thank you for raising this question, it's one the moderation team sees frequently. To elaborate a little bit, this rule is in place mainly to protect players who might be the target of harassment and falsely accused. While we understand the urge to immediately to put a spotlight on a player who may be breaking the rules in an effort to protect others, this system can sometimes backfire and innocent players can be targeted. Alternatively, we ask for players to submit reports with as much information as possible so that our team can investigate and determine the appropriate action to take. We take these reports very seriously and greatly appreciate players who take the time to submit them.

I do understand that and thank you for explaining that. Two things that would help here with how we feel about rule breakers is: see your actions against offenders and actually see ingame GM police the game and see their activity.
Just give us the feeling that when we report someone really does hear about it. This way it feels like our cries fall on deaf ears. Honestly. That's why many of us resort to forums.
So.… Emp has hammer and bugs it out by logging on and off so its infinite!!
This should never be a thing.
Emp should never have hammer and also it should not stay forever.

Zos, like other gaming companies I have played their MMORPG, do not name those they take action against likely for legal reasons and the player does not exactly get due process so it really opens the door if they are publicly admonished.
It is also not a good business practice as Zos does get it wrong sometimes. It would not be a spotlight that Zos would like to be under if a person gets their ban overturned and steamers and such started reporting how Zos does not properly investigate before banning a player which and Zos has probably errored before.
Granted, I do not think Zos does enough and bot trains being allowed to continue in the same areas for weeks at a time do demonstrate Zos does not police the game very much and GMs seem to not be an active part of this game.

It is simply a case where the bloke picks up the hammer, then subsequently becomes emp. Where is the exploit when it is simply as ZOS intended?? How can an emp log-off, then re-pick up the hammer? Impossible. Absolute drivel from a whinger who can't take losing. Quit trying to get folks banned, and instead re-concentrate your efforts in calling for nerfs as per usual.

The fact you are defending that scenario when even ZOS messaged me and stated it was an exploit they are looking into and that particular player is on there radar anyway (snip)
If you are for that kind of gameplay then you are in the minority I believe that 99% of people want the game to succeed and be fun to play (snip)
