ZOS have said that the player numbers are similar, the difference is that in Europe most players play within almost the exact same time zone, maybe the odd hour's difference, whilst in the US the time zone spread is much greater. Doubtless it's also a lot more difficult to service servers that are not located within your direct control, but that's a price every player pays when wanting localised servers, not just in ESO. ZOS don't have the sort of European infrastructure that, say, Blizzard have.
I do recall, however, other MMOs that used to have a lot more problems with their European servers than their US ones. At least ZOS have acknowledged it and are working on it, which hasn't always been the case with other developers. The alternative is for a US-based developer to adopt the easiest solution and pull the servers back to the US, but that hasn't worked out too well with LoTRO in my experience.
The notion that the NA servers are always fine is a myth. Both servers have their problems, so moving from one to the other isn't a great idea. However, developing characters on both servers is an excellent idea. That way you have maximum opportunities regardless of which server is struggling.

Problem is..i play 5 years on EU now. You'll never get the time back, if you build your account up on an another server. I have chars on NA, yes, but they are Lvl 3-5. Its a timequestion...
The EU Playerbase is much bigger than the NA Base...many companies are forgetting this sort of things.
