Actually, they are pseudo-buffed.. meaning, they nerfed DK's so hard that now it looks like they are getting buffed when in reality they are toning down the nerfs.
Combustion passive's cooldown was removed in order to help DK's sustain (500 mag or stam for Status Effect). Searing Strike was changed to always proc the Status Effect (Poisoned/Burning) and the 2 skills last for 2 seconds longer than before. *NOTE that the Combustion passive was quite lackluster to begin with, compared to other resource restores other classes have and to which ZOS referred to.
** Also note that you can't spam these DoTs for sustain because DoTs tick every 2 seconds
However, they also increased the cost of Searing Strike and Fiery Breath, and the cost increase was high - very close to 50%.
I checked from BuildEditor (not on PTS, so have to use this) that passive-reduced Venomous Claw's cost is now 1600 stam, when on Live I think it's around 800. So with Combustion's guaranteed 500 stam restore, the cost is around 1100.
So they increased the cost and the duration (damage nerf) and reduced the actual DOT damage lower than it was before. They are trying to make DK DoTs better with increased DT damage passive (Searing Heat passive), but damage-wise I think it's still worse than it was before ZOS uncalled-for buffed all the DoTs.
MagDK's have it worse sustain-wise because they don't have a passive that reduces the skills by 25%.
So to recap:
Damage was nerfed and cost increased.
Then there's also the Stone Poop, but that's another matter.1 -

MagDK is not above the rest
Direct Damage in the current state is what is going to be BiS, AKA magsorc with crystal frags and pet damage and curse
I've seen 89k parse from magsorc and I can do 84k on magDK because I have two Direct Damage skills and since my DoTs do barely more than other DoTs it doesn't scale as effectively.
Math isn't that hard, go test it.
