why can't I buy new moon pets with crown gems?

Very simple question really - I can buy the new moon mounts for 400 crown gems each but can't buy the respective new moon pets with the same gems.
Why? What's the logic?

So people will spend their crown gems in the meantime and then have to purchase more crates later would be my guess.3
